CPDD is aware of the Supplemental Guidance to the 2024 NIH Grants Policy Statement: Indirect Cost Rates, released late Friday night. We are actively reviewing its implications to assess the impact on NIH-funded research, universities, and the broader scientific community.

We recognize the urgency of this issue and the significant consequences of the indirect cost rate cap, particularly in sustaining research institutions, driving innovation, and advancing science. CPDD remains committed to working closely with key partners, policymakers, and research institutions to ensure the scientific community’s concerns are fully represented.

What is CPDD Doing?

  • Developing a Response Strategy: We are crafting a comprehensive advocacy plan, identifying the most effective ways to engage policymakers and address these changes. This includes issuing official statements and supporting aligned initiatives.

  • CPDD Advocacy Day (Feb. 18): Our upcoming CPDD Hill Day is a key opportunity to engage with legislators, raise awareness, and push for necessary adjustments.

  • Partnering with Advocacy Groups: CPDD is collaborating with Friends of NIDA to draft a joint letter, signed by multiple organizations, urging Capitol Hill administrators to address these concerns.

How You Can Help

  • Contact Your Representatives: Work with your institution to reach out to policymakers, emphasizing how these cuts threaten addiction research and scientific progress. Consider highlighting the 105,007 overdose deaths reported in 2023, 79,358 of which involved opioids.

  • Share the Broader Impact: When speaking with representatives, discuss not only research setbacks but also the impact on jobs, including custodial, food service, and supply chain roles at institutions.

  • Use Personal Channels: If appropriate, email your representative from your personal account as a concerned citizen. Find your representative here.

CPDD will continue monitoring developments and refining our strategy. We will keep you informed of next steps. For ongoing updates, visit our CPDD Ongoing Updates and Resources Related to 2025 Executive Orders page.
